Health cover in Australia is a mix of public Medicare, private hospital insurance, extras cover and overseas visitor policies. New arrivals often ask one question - "Am I covered?" - but the better question is what happens if you need a GP, an emergency department, a planned surgery, pregnancy care or dental treatment.

Start by checking Medicare eligibility. Permanent residents, many people who have applied for permanent residence, New Zealand citizens living in Australia and visitors from RHCA countries may be able to enrol. If you are not eligible, compare OVHC or OSHC before relying on travel insurance. A cheap policy can still be expensive if it excludes pregnancy, joint replacement, ambulance or the GP visits you expect to use. Keep the policy information statement handy when comparing waiting periods and exclusions.

Premiums vary by insurer, state, age, excess and visa status, so the table uses relative cost instead of invented dollar amounts.

New PR family

A new PR family can usually enrol in Medicare, then decide whether private hospital cover is worth it. A 482 worker may need OVHC because they are not usually Medicare eligible unless an RHCA or other rule applies. The key upgrade question is not just price - it is hospital excess, waiting periods, pregnancy exclusions and whether GP visits are rebated. Compare policy documents before relying on employer-provided cover.

A working-holiday maker from the UK, Ireland, New Zealand or another RHCA country may get limited Medicare for medically necessary treatment, but RHCA is not full travel insurance. Who is eligible for Medicare in Australia?
You can generally enrol if you live in Australia and are an Australian citizen, New Zealand citizen, permanent resident, applying for permanent residency, or a temporary resident covered by a Ministerial Order. Some RHCA visitors may also be eligible for limited Medicare.
What is bulk billing?
Bulk billing means the doctor charges Medicare directly and you pay nothing out of pocket for that Medicare-covered service. Not all GPs bulk bill, and some clinics bulk bill only children, concession-card holders or existing patients.
Which countries have a Reciprocal Health Care Agreement?
Australia has RHCAs with Belgium, Finland, Italy, Malta, the Netherlands, New Zealand, Norway, the Republic of Ireland, Slovenia, Sweden and the United Kingdom. Coverage is for medically necessary care and conditions differ by country.
Do I need OSHC on a student visa?
Yes. International students on a subclass 500 visa usually need Overseas Student Health Cover for the duration of their visa unless a specific exemption applies. OSHC is separate from extras cover like dental or optical.
What are the 2025-26 Medicare Levy Surcharge thresholds?
For 2025-26, MLS starts above $101,000 for singles and above $202,000 for families if you do not hold an appropriate level of private patient hospital cover. The rate can be 1%, 1.25% or 1.5% depending on income.
Do I need extras cover?
Extras cover can help with dental, optical, physiotherapy and similar out-of-hospital services that Medicare often does not cover. It is optional. Compare the annual premium against the benefits you will realistically claim.
What is the difference between Bronze, Silver and Gold?
These are standard private hospital product tiers. Bronze covers more than Basic, Silver covers more clinical categories again, and Gold must cover all clinical categories. Plus policies can add selected categories above the base tier.
Does private health insurance cover GP visits?
Usually no. Australian private health insurance generally cannot cover most out-of-hospital Medicare services such as GP visits and specialist consultations. Medicare, OSHC or OVHC rules determine what you can claim.
When should I upgrade cover for pregnancy?
Many private hospital policies have a 12-month waiting period for pregnancy and birth-related services. If you want private pregnancy cover, check the waiting period before trying to conceive or before switching tiers.
