Medicare for Visa Holders: 482, 485, 491, 494, 820 & 309 Eligibility (2026-27)

Medicare access depends on your visa, residence and sometimes your family circumstances. Valid 491 and 494 visas have a Medicare pathway, partner applicants may qualify before permanent residency, and some visitors have limited reciprocal cover. How Medicare Works in Australia

Medicare helps eligible people with the cost of medical services and public hospital care. Enrolment does not mean every health service is free: bulk billing, provider fees and your eligibility category affect what you pay. Check what Medicare covers.

Your Medicare card shows your enrolment details. Green cards are standard cards, blue cards are interim cards and yellow cards are reciprocal cards. The word “interim” describes an eligibility category, not a temporary number issued instantly to every applicant. See the Medicare card types.

Medicare Eligibility by Visa Type

This is an overview, not an automatic approval. You must meet the applicable residence and documentary requirements. A temporary visa can qualify through more than one pathway.

For a permanent-residence applicant, lodging an application or holding a bridging visa is not enough by itself. You must live in Australia, have applied for permanent residency (excluding parent-visa applications under this pathway) or permanent protection, and have either work rights or a parent, spouse or child who is an Australian citizen, permanent resident, or New Zealand citizen living in Australia. Combined 309/100 and 820/801 applications are included. Check the permanent resident and applicant rules; parent visas have separate rules.

482 and 485 Visas

These visas do not automatically provide Medicare. Check any RHCA eligibility and whether you separately meet another enrolment category, such as an eligible permanent-residence application. Check the health-cover conditions on your visa before changing insurance.

500 Student Visa

Overseas Student Health Cover (OSHC) is generally required. Some students qualify for limited RHCA treatment, but that does not automatically remove OSHC requirements. Limited exemptions may apply to eligible students from Sweden, Norway or Belgium; check the official OSHC guidance.

Reciprocal Health Care Agreement (RHCA) Countries

Australia has agreements with 11 countries. Nationality alone does not establish eligibility: previous residence, insurance evidence, visa conditions and length of stay can matter. Follow the agreement for your country rather than assuming all agreements provide the same benefits.

Visitor example: A subclass 600 holder who lived in the UK before visiting Australia may qualify under the UK agreement. A British passport by itself is not enough. The agreement does not apply when travelling to Australia for medical treatment.

RHCA cover is limited and does not replace comprehensive travel or health insurance. For pregnancy care, ask Medicare and the treating hospital how the relevant agreement applies to your treatment and reason for travel; do not assume all maternity care is excluded or covered.

Interim Medicare for Visa Applicants

Eligible permanent-residence applicants can receive interim Medicare while their application is assessed. Enrolment is not automatic. Follow the applicant section of the permanent resident and applicant rules and submit the form with the required evidence by mail or email. You do not need to visit a service centre.

The eligibility start date can be the permanent-residence application date, or arrival to live in Australia for an offshore application. It is not necessarily the date an 820 or 309 visa was granted. Services Australia determines the date and any renewal requirements.

How to Apply for Medicare as a Visa Holder

  1. Identify your enrolment category: permanent resident, eligible applicant, Ministerial Order or RHCA. Check that category's official document list.
  2. Prepare evidence: a current passport or ImmiCard, visa details and any required residence, application or family evidence. RHCA applicants may need proof of residence or insurance in the other country.
  3. Choose the supported route: eligible permanent residents and some Ministerial Order or RHCA applicants can enrol online through myGov. If online enrolment is unavailable, use the Medicare enrolment form (MS004). The permanent-residence applicant instructions specify mail or email.
  4. Wait for the decision: Services Australia will advise the next steps and send a card after approval. Processing and delivery times vary; a same-day number is not guaranteed.

What Medicare Covers

Resident Medicare can help with doctor appointments, eligible tests and scans, some mental health services and subsidised medicines. Public patients in public hospitals can receive covered hospital treatment without a charge. Out-of-hospital services can have gap fees. RHCA patients must check their more limited country-specific benefits.

Ask the provider whether it bulk bills your service and whether any tests or specialist visits have extra charges. Check Medicare coverage and current medicine support rather than treating the Medicare card as a guarantee of free care.

What Medicare Doesn't Cover

Medicare does not cover every health cost. Common gaps include most dental care, glasses or contact lenses, ambulance services and private hospital charges. Some services have specific assistance programs or state-based arrangements. Check the treatment and your eligibility before relying on a rebate.

Private Health Insurance Requirements for Visa Holders

Your visa may require adequate health cover even where some Medicare benefits are available. Check your visa grant conditions and Home Affairs requirements before cancelling a policy. Students generally need OSHC unless an official exemption applies. Other temporary visa holders should check that their policy matches their visa and treatment needs.

Compare policy exclusions, pregnancy waiting periods, excesses and gap fees using official overseas visitor and student insurance guidance. Private hospital cover and extras are different products; neither guarantees every expense will be paid.

  • Apply when eligible: use the online or form route for your category and keep your application reference.

Frequently Asked Questions

Can I get Medicare on a 482 visa?

A 482 visa alone does not provide Medicare. You may qualify for limited RHCA cover under the country-specific RHCA rules, or through a separate eligible pathway such as a qualifying permanent-residence application. Check your visa health-cover conditions before changing insurance.

Are 485 visa holders eligible for Medicare in Australia?

A 485 visa alone does not give resident Medicare. Limited RHCA cover or another eligible enrolment pathway may apply. Nationality alone is not enough; check the country-specific RHCA rules and any residence or insurance evidence required.

Can I apply for Medicare online?

Yes, eligible permanent residents can first enrol through myGov, and online enrolment is available to some Ministerial Order and RHCA applicants. If online enrolment is unavailable, use the Medicare enrolment form (MS004). Permanent-residence applicants are directed to mail or email their form and evidence; an in-person visit is not required.

What Medicare access do 491 and 494 visa holders have?

Valid 491 and 494 visa holders are included in Ministerial Order eligibility. This is a Medicare eligibility pathway even though the visas are provisional. It does not make the holder a permanent resident for every other government payment or migration purpose.

How long does it take to get a Medicare card after applying?

Processing and card delivery times vary. Services Australia will contact you after approval and send your card to the address provided. A Medicare number on the day you apply is not guaranteed. Contact Medicare on 132 011 if you need help with a pending application.

Are subclass 600 visitor visa holders eligible for Medicare?

Some are eligible for limited RHCA cover. For example, the United Kingdom agreement can cover eligible people who lived in the UK before visiting Australia, including on a visitor visa. Country-specific residence, document and treatment conditions apply; travelling for medical treatment is excluded under that agreement.

Do I need both Medicare and private health insurance?

That depends on your visa conditions and the care you want covered. Medicare and RHCA benefits can leave gaps. Check your visa health-cover requirements before cancelling insurance and compare the policy exclusions and waiting periods.

Can my family members be on my Medicare card?

You can apply as a family, but each person must meet the relevant eligibility requirements. For online family enrolment, people aged 15 or older complete their own details using the application number through their own myGov account.

What happens to my Medicare if my visa expires?

Your entitlement depends on your continuing eligibility. Check with Services Australia before your Medicare or visa expiry; another eligible visa, a qualifying permanent-residence application or an RHCA may affect the outcome. A bridging visa alone does not guarantee Medicare.

Is Medicare free?

There is no Medicare enrolment fee. Covered public hospital treatment as a public patient and bulk-billed services can be free, but other services may have out-of-pocket costs. Your Medicare levy tax position is a separate question.

Can I use Medicare in an emergency even without a card?

Call 000 in a medical emergency and do not delay care while looking for a card. Tell the hospital your Medicare or insurance details when you can. Whether you will be billed depends on your eligibility and the treatment; lacking a card does not establish or remove entitlement.
